In the state of Ohio, sex offenders in Columbiana County are classified into two distinct categories based on the nature of their sexual offenses. These categories include:

  • Sex Offender: This category applies to individuals who have been convicted or pleaded guilty to a criminal sexual offense.
  • Child-Victim Offender: This category pertains to individuals who have been convicted or pleaded guilty to an offense against a child or children under the age of 18, without any sexual motivation.

  • Compelling prostitution
  • Pandering obscenity involving a minor
  • Pandering sexually oriented material involving a minor, with the alleged offender being at least four years older than the victim
  • Illegal use of a minor in nudity-oriented material or performance
  • Any sexual offense that occurs after the offender has been classified as a Tier 1 offender

Tier 3

Tier 3 offenders have the most stringent requirements and are mandated to register every 90 days for the duration of their lives. Additionally, whenever a Tier 3 offender relocates to a new neighborhood, the community is notified of their presence. This notification is sent to all residents living within 1,000 feet of the offender’s official address. Convictions that fall under Tier 3 include:

  • Rape
  • Sexual battery
  • Murder and aggravated murder with sexual motivation
  • Kidnapping of a minor not by a parent
  • Felonious assault with sexual motivation
  • Kidnapping of a minor to engage in sexual activity
  • Unlawful death or termination of pregnancy resulting from committing or attempting to commit a felony with sexual motivation.
